Additionally, Everett Community College Administrative/Exempt employees accrue 16 hours of vacation for every month of service, during which the employee is in pay status for 10 or more days; 8 hours of sick leave for every month of service, during which the employee is in pay status for 10 or more days; 11 paid holidays throughout the year, plus 3 paid personal holidays.Job Summary/Basic FunctionThe Executive Director of Financial Aid and Veteran Services leads the administration and oversight of financial aid and veteran services programs. This role ensures compliance with federal and state regulations, provides strategic leadership, and supports student access to financial aid resources. Serving as the chief financial aid officer for the college, the Executive Director is responsible for the acquisition and distribution of federal, state and local aid to eligible students as determined by appropriate standards. The Executive Director is responsible for managing all related functions, including program administration, personnel supervision, budget management, and relationship coordination.Duties & Responsibilities

  • Plan, organize, and administer the financial aid and veteran services programs in accordance with institutional goals and regulatory requirements.
  • Provide strategic guidance on access to financial aid resources, ensuring compliance with federal and state regulations, including Title IV aid programs.
  • Maintain the institution's Title IV Participation Agreement and ensure compliance with all federal, state, and institutional financial aid policies.
  • Develop, update, and streamline policies, procedures, and practices to improve the efficiency and effectiveness of financial aid services.
  • Administer federal and state financial aid programs in a timely manner, ensuring accurate eligibility determinations, award packaging, fund disbursement, and progress monitoring.
  • Oversee Satisfactory Academic Progress (SAP) processes and ensure equitable appeals procedures.
  • Manage funds to optimize utilization of financial aid allocations and ensure responsible expenditure of departmental budgets.
  • Administer the institutional scholarship program, including coordination with private donor scholarships.Veteran Services Program Leadership
    • Provide leadership and direction for the administration of veteran services, ensuring compliance with all federal, state, and institutional regulations.
    • Collaborate with veteran-serving agencies and organizations to coordinate benefits and services for veteran students.
    • Oversee the certification of veteran benefits and ensure timely processing of documentation.
    • Monitor veteran student academic progress and support retention efforts.Relationship & Stakeholder Management
      • Collaborate with relevant internal and external stakeholders to ensure compliance and consistency in financial aid and veteran services.
      • Act as the liaison to the EvCC Foundation for institutional scholarships and coordinate the disbursement of awards.
      • Serve as a resource to the campus community, including students, staff, and external partners, regarding financial aid and veteran services.
      • Communicate program information through workshops, presentations, and various communication channels.
      • Foster relationships with professional organizations and represent the College at local, state, and regional levels.
      • Complete Consortium Agreements with other educational institutions as needed.Personnel & Operations Management
        • Supervise and evaluate assigned staff, including administrative, professional, and support staff.
        • Make recommendations regarding hiring, termination, and professional development.
        • Develop and implement annual operational plans for the Financial Aid and Veteran Services departments.
        • Ensure staff adherence to college policies and regulatory requirements.General Duties
          • Serve on college committees and provide leadership to assigned projects, committees, or task forces as designated by the President or Vice President.
          • Act as the College's liaison to external agencies regarding financial aid and veteran services matters.
          • Participate in or lead institutional initiatives and projects as directed by the Vice President or President.
          • Perform other administrative duties as assigned to support departmental and institutional goals.Minimum QualificationsRequired Education and Experience:
            • Bachelor's degree in Finance, Business Administration, Public Administration, or a related field, or equivalent experience.
            • Five (5) years of experience in financial aid administration.
            • Three (3) years of progressively responsible supervisory experience.
            • Experience working with veteran benefits or related programs.
            • Experience completing federal reporting requirements, such as FISAP, IPEDS, and HEERF reports.Required Demonstrated Knowledge, Skills, and Abilities:
              • Strong understanding of federal and state financial aid regulations, including Title IV.
              • Demonstrated leadership and team management skills.
              • Ability to analyze and interpret complex regulatory information.
              • Excellent communication and interpersonal skills.
              • Proficiency in financial aid software and systems.
              • Strong problem-solving and decision-making skills.Preferred Qualifications
                • Experience as a community college financial aid administrator.
                • Knowledge of Washington State Workforce Funding Programs.
                • Master's Degree in Student Services, Business, Public Administration, or a related field.
                • Experience serving as a Designated Point Administrator (DPA) or Secondary DPA.
