Job Description:
The City of Maple Valley's Public Works Department seeks to hire
aSenior Project EngineerThe Senior Project Engineer, under the
direction of the City Engineer, will manage the development,
funding, design, right-of-way acquisition, and construction of
capital projects for the City of Maple Valley. This position can
significantly influence quality, schedule, costs, and public
confidence. Therefore, the Senior Project Engineer has oversight
responsibility for all aspects of the budgets and schedules for
assigned capital projects. The Senior Project Engineer will provide
support to the Public Works Department in determining and
implementing the necessary public improvements needed to meet the
goals and policies of the City of Maple Valley's Comprehensive
Plan, the Six Year Transportation Improvement Program,
environmental permitting requirements, Public Works Road Standards,
and engineering standards.In addition to other job duties, this
position will be responsible for:
- Capital Project Identification & Planning: Assist the Public
Works Director and City Engineer in identifying necessary capital
projects, including the development of the Transportation
Improvement Plan (TIP) and other public works capital improvement
plans.
- Public Outreach & Communication: Lead public outreach efforts,
organize and facilitate public open houses, and ensure effective
communication with the public regarding capital projects, both
orally and in writing.
- Grant Application & Funding Management: Support the preparation
of grant applications for proposed capital projects and manage
relationships with WSDOT Local Programs and PSRC to secure federal
or state funding.
- Project Management & Oversight: Take responsibility for
managing the full project lifecycle, including defining scope,
establishing project schedules, preparing cost estimates, managing
budgets, and overseeing project implementation and resource
planning.
- Consultant & Contractor Management: Oversee the selection and
management of consultants, contractors, and other service providers
for project phases such as design, right-of-way acquisition, and
construction. This includes contract negotiations, change orders,
and ensuring compliance with project timelines and budgets.
- Contract Development & Administration: Manage the contract
development, advertising, public bidding, and award process for
capital projects. Ensure compliance with contract terms and
conditions throughout the project.
- Design & Construction Coordination: Review and approve design
documents, including engineering plans, specifications, and
progress reports. Facilitate the timely review and approval of
plans by regulatory agencies and other stakeholders.
- Right-of-Way & Utility Coordination: Manage the timely
acquisition of right-of-way and resolve utility issues during the
planning, design, and construction phases of capital projects.
- Progress Payment & Budget Monitoring: Review and approve
progress payments for construction management consultants and
contractors, ensuring projects stay on budget and within
scope.
- Regulatory Compliance & Reporting: Prepare detailed reports for
City Council, City Manager, and regulatory agencies on project
status, issues, and progress. Monitor and ensure compliance with
applicable codes and regulations throughout project
development.
- Coordination with City Departments & Stakeholders: Collaborate
with various city departments, franchise utilities, and other
external agencies to minimize infrastructure conflicts and ensure
smooth project execution.Education, Skills & Experience
Requirements:
- A bachelor's degree in civil engineering, or related
engineering degree
- Washington State PE registration, or ability to obtain
registration within six months if licensed in another state
- Five years of professional engineering experience in a
municipal or related public works department, or equivalent private
sector experience. An equivalent combination of education and
experience will be considered
- Knowledge of civil engineering principles, practices and
methods, including but not limited to traffic engineering, storm
drainage systems, streets, utilities, clearing and grading,
geotechnical and structural engineering
- Knowledge of pertinent Federal, State and local laws, codes,
and regulations related to civil engineering, public works, and
environmental mitigation, not limited to but including SEPA and/or
NEPA environmental review requirements associated with municipal
public works design and construction
- Knowledge of King County Surface Water Design Manual and
Washington Fish and Wildlife Hydraulic Project Approval (HPA)
permits, SEPA, and Army Corps of Engineers permitting process.This
position is FLSA exempt and is not eligible for overtime
compensation.The annual salary range is $108,286 - $137,017 +
$10,000 Bonus upon successful completion of probationary period.A
